BACKGROUND:
Concern has been expressed that there is an increasing amount of steelhead trout available in the commercial channels, including restaurants and markets. Traditionally, the steelhead trout, as well as wild elk and deer, have not been sold in commercial markets in the state of Washington. The steelhead trout is caught under treaty authority by tribes who have been entitled to a specified share of the steelhead catch.
SUMMARY:
Fishing for steelhead and other trout has traditionally been a major source of recreation and has a special significance to Washington citizens given its historical protection as a game fish and its designation as the official state fish.
Hunting for deer and elk is a major recreational activity available to citizens of this state and others.
It is recognized that commercial sale of recreational resources should be prohibited and the commercialization of these resources will result in pressure beyond the level that the resources can bear as population increases.
The United State Congress is asked to pass federal laws guaranteeing the decommercialization of steelhead trout, other trout, elk and deer, while allowing the sale only from licensed or registered fish and game production facilities.
