BACKGROUND:
The common school construction fund to finance the construction of facilities for the common schools is established in the state Constitution. Sources of the fund are: (1) proceeds from the sale of timber or other crops from school and state lands; (2) interest accruing on the permanent common school fund plus rental and other revenues from lands and other property devoted to the permanent common school fund; and (3) other sources directed by the Legislature. Interest on the permanent common school fund may be used to retire bonds. The remainder of the moneys in the common school construction fund cannot be used to retire bonds.
SUMMARY:
The moneys in the common school construction fund, if authorized by the Legislature, may be used to retire bonds for school construction and reconstruction purposes.
EFFECT OF PROPOSED SUBSTITUTE:
The common school construction fund could not be used to support bonds issued after June 30, 1999.

Effective Date:Upon approval by the people at the next general election.
