AN ACT Relating to the early childhood telecommunications project; adding a new section to chapter 28A.130 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.130 RCW to read as follows:

          The state of Washington through the early childhood telecommunications project is providing its citizens with information on child care, parenting, how children learn, development of typical and special needs children, and adolescent issues of drug and alcohol abuse and teen pregnancy.  Throughout the dissemination of these programs through four public television stations and one education cable station over five hundred thousand seven hundred forty viewers have seen these programs.  A study of the effectiveness of training parents by using video and a self-study guide compared to training parents in a group with a family counselor, has shown that the telecommunications approach to instruction is as effective as the counseling approach.  This unique program shall be made available to all areas of the state to assure that this cost-effective method of parent training is available to all the citizens of the state of Washington.

 

          NEW SECTION.  Sec. 2.     The sum of three hundred twenty thousand dollars or as much thereof as may be necessary is appropriated from the general fund for the biennium ending June 30, 1991, to the University of Washington for the funding of the early childhood telecommunications project in the college of education.
