AN ACT Relating to family support centers; adding a new section to chapter 43.121 RCW; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.121 RCW to read as follows:

          The council shall contract for the operation of community-based family support center programs.  Such programs shall include at least the following components:

          (1) Applicants for contracts to operate a family support center are community interagency teams composed of at least two private nonprofit or public agencies currently providing one or more of the services described in subsections (5) and (6) of this section.  One agency must be designated by the team as the contracting agency, and there must be written interagency agreements describing how the activities of the agencies will be coordinated;

          (2) Operation of the family support center program at an accessible location in the community;

          (3) An emphasis in the family support center program on teen pregnancy prevention and support to pregnant and parenting teens;

          (4) Development of a  marketing plan for the family support center program to ensure its use by the community;

          (5) Services to ensure access to the family support center, including transportation arrangements and child care services for the children while their parents are using the family support center; and

          (6) Services that provide support to families, which may include, but are not limited to, parenting education and peer support groups, information and referral to other services in the community needed by persons using the center, home visits, counseling, child care, health and nutrition education, teen pregnancy prevention programs, and child development assessments.  Such services may be provided directly by the center through referral to other agencies participating in the interagency team.

          The council shall provide technical assistance to communities relating to the design and implementation of family support center programs.

 

          NEW SECTION.  Sec. 2.     The sum of five hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the Washington council for the prevention of child abuse and neglect for the purposes of administering and implementing up to ten contracts pursuant to section 1 of this act.
