AN ACT Relating to bicyclists; and adding a new section to chapter 46.16 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 46.16 RCW to read as follows:

          (1) A person riding a bicycle on an interstate highway must have a valid interstate highway bicycle license issued under this section.

          (2) County auditors, their agents or subagents, the department of transportation, and offices of the Washington state patrol shall issue an interstate highway bicycle license upon application and payment of a fee of ten dollars.  The license shall be valid for one year from its date of issuance.

          (3) All funds from the sale of licenses under this section shall be transmitted to the custody of the state treasurer for distribution, without legislative appropriation, to counties impacted by interstate bicycle traffic.

          (4) The department of transportation shall adopt rules to implement the licensing program and provide for collection and distribution of funds under subsection (3) of this section.
