AN ACT Relating to taxation of commercial construction; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that in certain instances, commercial development stresses the ability of local governments to provide infrastructure needs, such as streets, roads, bridges, sidewalks, sewer systems, water systems, and drainage systems, and that local governments do not possess the authority to generate sufficient revenues to finance these needs.

          The local government, transportation, trade and economic development, and revenue committees shall study jointly the ability of local governments to finance their infrastructure needs arising from commercial construction and for introduction at the 1990 legislative session shall prepare any needed legislation authorizing the taxation of commercial construction to finance such needs.
