AN ACT Relating to campaigns for elective office; and adding a new section to chapter 42.17 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 42.17 RCW to read as follows:
(1) On the tenth day before an election, a candidate shall deliver to each other candidate for the office sought by the candidate a copy of: Each political advertisement, regarding the nomination for or election to that office, which has been produced by or for the candidate but which has not yet been released to the general public; and the draft or layout, including script if applicable, of each such political advertisement which has been ordered for production for the candidate but has not yet been produced or which the candidate intends to produce. During the following ten days, a candidate shall deliver to each other candidate for the office sought by the candidate the draft or layout of each additional such political advertisement which is to be produced by or for the candidate and shall deliver it within twenty-four hours of the time that production of the advertisement is ordered or production is begun by the candidate.
(2) The provisions of this section do not require the delivery by a candidate of more than one copy of a particular political advertisement, draft, or layout to each other candidate for the office sought by the candidate.
(3) The provisions of this section do not apply to candidates regarding their candidacy for federal or precinct committee office or in selection processes that are not considered to be elections under the provisions of RCW 42.17.020(12).
