AN ACT Relating to drug and alcohol abuse; and adding new sections to chapter 28A.120 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The citizens of the state of Washington have expressed concern over the growing impact of alcohol and substance abuse on the citizens of this state.  The school remains the primary source of contact with students and their parents.  The school must take an active role in the identification of drug and alcohol abuse and in providing assistance to students and their families in identifying and receiving the help they need.  Therefore, the substance abuse intervention program is created.

 

          NEW SECTION.  Sec. 2.     The superintendent of public instruction shall adopt rules to implement sections 1 through 3 of this act and shall distribute to school districts on a grant basis, money appropriated for this purpose or as part of the substance abuse awareness program established in RCW 28A.120.030.  Funds granted to a school district shall be used for the development and implementation of policies leading to development and implementation of education and disciplinary policies which are the basis of intervention and aftercare activities regarding the use and abuse of drugs and alcohol.  The following types of activities may be funded through moneys made available for this purpose including but not limited to:

          (1) Development of a peer support program where students who do not engage in the abuse of drugs or alcohol or are in recovery are trained to act as a support group for students who are in treatment for drug or alcohol abuse or have returned from a drug or alcohol treatment program; and

          (2) Development of an intervention program where the school staff intervene and confront the student and his parent or guardian with evidence of the impact of drug or alcohol abuse on the student and provide the student and parents information on the sources of treatment within the local community and the state.

 

          NEW SECTION.  Sec. 3.     Districts interested in receiving substance abuse intervention grants shall complete and file an application for grant funds with the superintendent of public instruction.  The application shall follow the requirements set forth in RCW 28A.120.034, 28A.120.036, 28A.120.038, and 28A.120.040 and shall be recognized as a joint application for substance abuse awareness and substance abuse intervention grants.

 

          NEW SECTION.  Sec. 4.     Sections 1 through 3 of this act are each added to chapter 28A.120 RCW.
