AN ACT Relating to extracurricular school activities; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) To encourage academic excellence and to assure the maintenance of high academic standards in our common schools, the academic emphasis program is established.

          (2) The superintendent of public instruction shall pay an incentive of fifteen dollars per student in grades nine through twelve to a school district that establishes a policy that requires a grade point average of at least two on a scale of four as a prerequisite for participation in extracurricular school activities.  Such policy shall include the following:

          (a) A method for calculation of the grade point average;

          (b) The period of eligibility and ineligibility;

          (c) Methods for establishing eligibility, ineligibility, methods of regaining eligibility, and conditions for granting waivers for developmentally disabled students;

          (d) Appeal procedures; and

          (e) Activities to which the eligibility requirement applies.

          (3) The superintendent of public instruction shall adopt rules for application by school districts for the incentive payment.  Districts that have already adopted such a policy are entitled to the incentive by submission of their policy according to rules adopted by the superintendent of public instruction.

 

          NEW SECTION.  Sec. 2.     If specific funding for the purpose of this act, referencing this act by bill number, is not provided in the appropriations by July 1, 1990, this act shall be null and void.  If funding is so provided, this act shall take effect when the legislation providing the funding takes effect.
