AN ACT Relating to port district airport runways; adding a new section to chapter 43.21C RCW; and adding a new section to chapter 53.08 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.21C RCW to read as follows:

          Each final decision by a lead agency made under RCW 43.21C.030 (2)(c), concerning the construction by a port district of an airport runway of one thousand or more feet in length, shall be reviewed and either approved or not approved by majority vote of the transportation commission created under RCW 47.01.051.  These final decisions include the threshold determination of whether the proposed runway will have a probable significant effect on the environment and the acceptance of a final environmental impact statement.  All costs incurred by the commission in reviewing, and approving or not approving, such final decisions shall be paid by the port district.

NEW SECTION. Sec. 2.  A new section is added to chapter 53.08 RCW  to read as follows:

          Final decisions made by a lead agency concerning the construction by a port district of an airport runway of one thousand or more feet in length shall be subject to section 1 of this act.
