AN ACT Relating to technology in education; adding a new chapter to Title 28A RCW; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The intent of this technology in education act is to ensure the continued provision of educational technology services and to provide for the enhancement of teaching students and educational staff about technology and technology-related applications.

 

          NEW SECTION.  Sec. 2.     For the purposes of this chapter, "educational technology" means the use of computers, peripherals, telecommunications, and other technology-related equipment and supplies to enhance the teaching and learning processes.

 

          NEW SECTION.  Sec. 3.     The office of the superintendent of public instruction shall provide, but not be limited to, the following educational technology services to local school districts:

          (1) An educational technology center program in each educational service district;

          (2) Development, integration, and dissemination of educational technology applications within various curriculum areas;

          (3) Administration of educational technology networks and programs; and

          (4) Training for school personnel about the educational application and potential of current and emerging technologies.

 

          NEW SECTION.  Sec. 4.     The office of the superintendent of public instruction shall coordinate the development of educational technology, including telecommunications instruction and curriculum programs for students and educational staff.

 

          NEW SECTION.  Sec. 5.     (1) The sum of five million one hundred ninety-eight thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund to the superintendent of public instruction for the 1989-91 biennium for the following educational technology activities:  Operation of the educational technology centers by the educational service districts, the development and implementation of technology-assisted curriculum in Washington state history and physical science, and competitive school district grants.

          (2) The sum of eight million seven hundred fifty-eight thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund to the superintendent of public instruction for the 1989-91 biennium to provide for the development and administration of educational telecommunications for grades kindergarten through twelve including regional technical assistance, classroom and instructional support, development of courses for students and staff, and equipment acquisition.

 

          NEW SECTION.  Sec. 6.     Sections 1 through 4 of this act shall constitute a new chapter in Title 28A RCW.
