AN ACT Relating to education; adding new sections to chapter 28A.71 RCW; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature recognizes that teachers who are working with children from different cultures can be more effective if they have a sensitivity to the different beliefs, customs, and experiences of their students. To encourage such sensitivity and understanding, the multicultural in- service training program is created.
NEW SECTION. Sec. 2. The superintendent of public instruction may grant funds to selected school districts for a multicultural in-service training program designed to increase staff awareness of the unique beliefs, expectations, customs, history, and experiences of other cultures. In selecting school districts, the superintendent shall give special preference to proposals that would ensure participation of fifty percent or more of eligible instructional staff in the schools included in the application, given sufficient funding in the grant award. The selected school districts may develop and present the training programs and materials, or may contract with individuals or organizations, including the superintendent of public instruction, for the development and presentation of the training programs. Grants received by school districts under this section shall be used solely for training provided to certificated instructional staff including school principals and vice-principals.
NEW SECTION. Sec. 3. The superintendent of public instruction shall adopt rules to implement sections 2 through 4 of this act.
NEW SECTION. Sec. 4. (1) School districts may apply to the superintendent of public instruction for grants for multicultural in-service training provided under section 2 of this act.
(2) Each district's application shall describe the cultural diversity of the school district's population and shall include a description of any multicultural training which has been provided to the staff and/or students.
(3) The applicant school district shall describe the multicultural training program it plans to offer, and shall identify whether the program will be provided by district personnel or by contract with the office of the superintendent of public instruction or other individuals or organizations.
(4) Each applicant school district shall demonstrate its plan to provide local matching funds of an amount equal to at least twenty percent of the grant award received from the superintendent of public instruction.
(5) Each applicant district shall identify the number of instructional staff to be trained and their grade level assignments.
(6) If requests for training grants exceed the amount appropriated by the legislature for this purpose, priority shall be given to districts based upon the percentage of students who are minorities, the percentage who are limited-English speaking, and/or the preponderance of multiple ethnic groups within the school population.
(7) Each district's application shall include a plan for evaluating the effectiveness of the program.
(8) Joint applications and programs may be undertaken by school districts. Districts that elect to participate in a joint program may file a joint application and conduct a joint cultural diversity in-service training program.
NEW SECTION. Sec. 5. Sections 2 through 4 of this act are each added to chapter 28A.71 RCW.
