AN ACT Relating to school student transportation safety evaluation; creating a new section; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) An interim task force on transportation safety is created to evaluate the safety of school student transportation systems.

          (2) The task force shall study:

          (a) Pupil transportation, including pedestrian needs and hazardous walking conditions, school crossing guards, and other related items;

          (b) Funding for edge striping and curbing for roadways;

          (c) The need for the superintendent of public instruction and the school districts to reexamine their formulas of need to address the financial needs for pupil transportation, including pedestrian needs and hazardous walking conditions;

          (d) The need for the state to reexamine its formula for the reimbursement of school districts for the planning and expenses involving the tasks and responsibilities for getting students to and from school; and

          (e) The need for requiring infrastructure improvements in conjunction with housing development.

          (3) Staffing for the task force shall be the joint responsibility of the legislative transportation committee and the senate and house of representatives education committees.

          (4) The task force on transportation safety shall consist of:

          (a) Two members of the house of representatives;

          (b) Two members of the senate;

          (c) The superintendent of public instruction or a designated representative;

          (d) The secretary of the department of transportation or a designated representative;

          (e) A representative of the association of Washington cities;

          (f) A representative of Washington association of county officials;

          (g) A representative of Washington association of counties;

          (h) The chief of the Washington state patrol or a designated representative;

          (i) The director of the Washington traffic safety commission or a designated representative;

          (j) A county traffic safety engineer;

          (k) A city engineer;

          (l) A school district superintendent;

          (m) A representative of a school district board of directors;

          (n) A representative of the housing development industry;

          (o) A representative of commercial development;

          (p) A representative of residential development; and

          (q) A representative of the medical community.

          (5) The director of the traffic safety commission shall serve as chair of the task force, and shall select the members of the task force who are not selected by another person or organization.

          (6) The task force shall submit a final report to the legislative transportation committee and the house of representatives and senate education committees, respectively, by December 31, 1989.

          (7) This section expires December 31, 1989.
