AN ACT Relating to an appropriation for fish incubators; creating a new section; making an appropriation; providing an effective date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that the remote incubation sites developed by the department of fisheries in the late 1970's resulted in increased salmon runs and were in the best interests of the people of the state of Washington.  The system is in need of maintenance and modernization.  The best interests of the people of Washington would be served by using the funds appropriated in section 2 of this act to implement the remote site incubator program developed by the department of fisheries, thereby enhancing Washington's fisheries by an estimated seven hundred fifty thousand return salmon and steelhead.

 

          NEW SECTION.  Sec. 2.     The sum of fifty thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the department of fisheries for the purposes of this act.

 

          NEW SECTION.  Sec. 3.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect July 1, 1989.
