AN ACT Relating to intervention specialists; and creating new sections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The superintendent of public instruction shall develop the joint service center program.  The joint service center program shall be established as a pilot program in ten schools located within ten school districts across the state.  The purpose of the program is to allow the use of school district and social service employees to meet the needs of children and their families who reside within the school district.

 

          NEW SECTION.  Sec. 2.     The superintendent of public instruction and the secretary of the department of social and health services shall enter into an interagency agreement to operate the joint service centers.  The agreement shall state that the centers will continue for up to three years and will provide year round service, and that the agencies will enter into an agreement specifying the percentage of financial resources each will provide.

 

          NEW SECTION.  Sec. 3.     School districts wishing to participate shall submit applications to the superintendent of public instruction.  The applications shall include:

          (1) A request to participate and a statement indicating the district's willingness to provide a year round service center program;

          (2) An estimate of the number of students within the district who are receiving extra services from the school district and are also receiving assistance from state, county, or private social service agencies;

          (3) Identification of the top five services needed by the school population;

          (4) Whether the school or school district has participated in a joint program with a social service agency in the past; and

          (5) A plan for providing the services identified under subsection (3) of this section and the type of staff needed.

 

          NEW SECTION.  Sec. 4.     All joint service centers involved in the program shall not be required to provide the same services.  Services shall be tailored to meet the needs of the residents of the school district.  The staff shall not be required to be certified by the state board of education although certificated staff may be used in the projects.

 

          NEW SECTION.  Sec. 5.     The superintendent of public instruction and the secretary of the department of social and health services shall provide technical assistance to school districts wishing to apply for the joint service center program.

 

          NEW SECTION.  Sec. 6.     The superintendent of public instruction and the secretary of the department of social and health services shall jointly select a panel to review the applications from school districts and make recommendations to the superintendent of public instruction on the selection of projects to be funded.

 

          NEW SECTION.  Sec. 7.     The superintendent of public instruction and the secretary of the department of social and health services shall evaluate the projects and report to the education committees of the house of representatives and senate no later then December 15, 1991.

 

          NEW SECTION.  Sec. 8.     If specific funding for this act, referencing this act by bill number is not provided in the supplemental omnibus appropriations act by June 30, 1990, this act shall be null and void.
