AN ACT Relating to intervention specialists; and creating a new section.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The joint service center program shall be established as a pilot program in ten schools located within ten school districts selected jointly by the superintendent of public instruction and the department of social and health services. The program shall be structured as follows:
(1) The department of social and health services shall determine how many families and children located within the school attendance area were served by the department in the preceding school year. The department shall determine the cost of providing staff to meet these needs for one school year.
(2) The total dollar amount of the services determined under subsection (1) of this section shall be provided by the department of social and health services to the school district to employ an intervention specialist to be located within the school building. The intervention specialist may be a counsellor, social worker, or nurse with experience dealing with children, their families, and community resources. The intervention specialist is not required to qualify for certification under Title 28A RCW. The services shall be provided for a twelve-month period beginning July 1, 1990, and ending June 30, 1991.
(3) The department of social and health services and the superintendent of public instruction shall meet and develop rules for the selection of school districts and the operation of the program.
