AN ACT Relating to transcript review; and adding new sections to Title 28A RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to Title 28A RCW to read as follows:

          (1) A teacher may submit his or her transcripts for review by the superintendent of public instruction to determine which credits earned shall count toward placement on the salary allocation schedule if the salary allocation schedule has been adopted by the school district as its actual pay schedule.

          (2) Credit earned before completion of the bachelor's or master's degrees, but which are in excess of the number of credits necessary for the completion of those degrees shall count toward placement on the salary allocation schedule as long as they are directly related to teaching and do not violate RCW 28A.71.110.

          (3) Application for review shall occur within six months of adoption of the allocation model as the district salary schedule or within one year of the effective date of this section for districts that have adopted the salary allocation schedule as the district pay scale before January 1, 1990.

NEW SECTION. Sec. 2.  A new section is added to Title 28A RCW to read as follows:

          The superintendent of public instruction shall establish a credential review procedure to carry out the purposes of the review as set forth in section 1 of this act.  A fee may also be charged for this service to cover the actual costs of the review.
