AN ACT Relating to parental involvement in education; adding new sections to Title 28A RCW; creating a new section; and providing an expiration date.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that actions are needed to encourage students to stay in school, and to motivate students to higher academic levels. The legislature also finds that a proven way of doing this is to get parents more involved in their children's education by building a partnership of parents, schools, community service organizations, and social service providers.
NEW SECTION. Sec. 2. (1) A parental involvement in education grant program is established in the office of the superintendent of public instruction. Grants shall be distributed to school districts to fund programs that are designed to improve the academic success of at-risk children and to reduce the state's drop-out rate by getting parents more involved in their children's education.
(2) Grants funded by the program shall include:
(a) A collaborative team approach consisting of parents, teachers, principals, community service organizations personnel, and social service providers;
(b) An emphasis on working with families that have low incomes, minimal or no English skills, or a single parent;
(c) A twenty-five percent local match that may include school district or local community funds; and
(d) An evaluation component that includes information on the success of the district's program in reaching and motivating the parents of at-risk students.
(3) Grants may be used for programs that work directly with parents, and for programs designed to train personnel from schools, social service agencies, and community organizations to work with parents or serve as future trainers.
(4) School districts may conduct the parental involvement programs or may enter into contracts with nonprofit organizations that have a demonstrated ability to successfully implement a parent involvement program.
NEW SECTION. Sec. 3. This act shall expire June 30, 1995.
NEW SECTION. Sec. 4. If specific funding for this act, referencing the act by bill number, is not provided by June 30, 1990, in the supplemental omnibus appropriations act, this act shall be null and void.
NEW SECTION. Sec. 5. Sections 1 through 3 of this act are each added to Title 28A RCW.
