AN ACT Relating to parental involvement in education; adding new sections to Title 28A RCW; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The legislature finds that actions are needed to encourage students to stay in school, and to motivate students to higher academic levels.  The legislature also finds that a proven way of doing this is to get parents more involved in their children's education by building a partnership of parents, schools, community service organizations, and social service providers.

 

          NEW SECTION.  Sec. 2.     A parental involvement in education grant program is established in the office of the superintendent of public instruction.  Grants shall be distributed to school districts to fund programs that are designed to improve the academic success of at-risk children and to reduce the state's drop-out rate by getting parents more involved in their children's education.  To be eligible for a grant, programs shall consist of a collaborative effort of parents, schools, community service organizations, and social service providers.

          School districts may conduct the parental involvement programs or may enter into contracts with nonprofit organizations that have a demonstrated ability to successfully implement such a program.

 

          NEW SECTION.  Sec. 3.     This act  shall expire June 30, 1995.

 

          NEW SECTION.  Sec. 4.     The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the office of the superintendent of public instruction to carry out the purposes of this act.  No more than five percent of this appropriation may be used to administer the grant program.

 

          NEW SECTION.  Sec. 5.     Sections 1 through 3 of this act are each added to Title 28A RCW.
