AN ACT Relating to single parents in higher education; creating a new section; making an appropriation; and providing an expiration date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) The single parents in higher education assistance program is created.  The program shall be administered by the higher education coordinating board in cooperation with the state board for community college education and institutions of higher education.

          (2) The board shall produce and widely distribute a resource guide for single parents in higher education.  The resource guide shall include, but not be limited to, information on:

          (a) Sources of financial assistance, with application deadlines;

          (b) Educational opportunities;

          (c) Ways to access information on career options;

          (d) Admissions requirements, including application deadlines;

          (e) Opportunities for basic skills and remediation classes;

          (f) Educational costs and benefits; and

          (g) Sources of support services.

          (3) The board shall provide technical assistance to institutions of higher education on ways to enhance the ability of single parents to obtain a higher education.  This assistance may include, but not be limited to:  Sponsoring workshops, helping coordinate local, state, and federal funds and support services for single parents, and guidance on ways to meet the special needs of single parents.

          (4)(a) By June 30, 1991, each state university, regional university, state college, and the community college system shall complete a plan to assist single parents to obtain a higher education.  Upon request, the board shall provide technical assistance to the institutions with their planning efforts.

          (b) The board shall report to the governor and the legislature on the results of this planning effort by November 15, 1991.  The report shall include recommendations on ways to assist the institutions with implementation of their plans.

 

          NEW SECTION.  Sec. 2.     This act shall expire on June 30, 1993.

 

          NEW SECTION.  Sec. 3.     The sum of forty-four thousand seven hundred six dollars, or as much thereof as may be necessary, is appropriated from the general fund to the higher education coordinating board for the biennium ending June 30, 1991, to carry out the purposes of this act.
