AN ACT Relating to single parents in higher education; creating new sections; making an appropriation; providing an expiration date; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The higher education coordinating board shall administer a pilot program designed to help single parents obtain a higher education.  In administering the pilot program, the board shall have the following powers and duties:

          (1) Select projects for funding through a competitive process;

          (2) Appoint an advisory committee to assist the board in program design and project selection; and

          (3) Disseminate the results of the projects to institutions of higher education.

 

          NEW SECTION.  Sec. 2.     The higher education coordinating board shall select projects to be funded under the pilot program using criteria that shall include, but may not be limited to:

          (1) The project should be a collaborative effort that has broad-based community support;

          (2) The project should assist single parents by helping them meet at least three or more unmet needs in the following areas:  Child care, transportation, information related to education and career options, housing, emotional support, financial aid, and assistance in obtaining appropriate employment;

          (3) Higher education institutions, as defined in RCW 28B.07.020, and institutions of higher education, as defined in RCW 28B.10.016, are eligible to participate;

          (4) The project should include outreach and resource and referral services;

          (5) The project should contain a research component, including tracking student progress and outcomes; and

          (6) Priority shall be given to projects that:

          (a) Include at least one community college, at least one four-year institution, state and local governments, and community organizations;

          (b) Are innovative; and

          (c) Meet the most unmet needs outlined in subsection (2) of this section.

 

          NEW SECTION.  Sec. 3.     This act shall expire on June 30, 1995.

 

          NEW SECTION.  Sec. 4.     The sum of .......... dollars, or as much thereof as may be necessary, is appropriated from the general fund to the higher education coordinating board for the biennium ending June 30, 1991, to carry out the purposes of this act.

 

          NEW SECTION.  Sec. 5.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
