AN ACT Relating to special hunting permits to be sold at auction, by raffle, or by sealed bid; and amending RCW 77.12.700.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. Section 56, chapter 506, Laws of 1987 and RCW 77.12.700 are each amended to read as follows:
(1) The
commission in consultation with the director may authorize hunting of ((post-mature
male)) trophy-quality game animals ((from herds in areas not
normally open to general public hunting. The director shall establish
procedures for the hunt, which shall be called the Washington trophy hunt))
through raffle procedures established by the director. The commission shall
adopt rules defining "trophy quality" for each species involved in
hunts using an auction, sealed bid, or raffle. The procedures may provide
for an organization to contract with the department to sponsor the hunt. The
procedures shall require that any permits or tags required for the hunt be sold
((at auction)) by raffle to raise funds for the department and
the organization for wildlife conservation purposes. ((Representatives of
the department may participate in the hunt upon the request of the commission
to insure that the animals to be killed are properly identified.))
(2) A
wildlife conservation organization may request the commission to authorize a
special hunt ((for post-mature trophy-quality male animals)) upon
petition.
(3) In addition to any permit fee established under subsection (1) of this section, participants in the hunt shall obtain any required license, permit, or tag.
