AN ACT Relating to integration of schools; adding new sections to Title 28A RCW; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The legislature recognizes the importance of integration in schools to reduce the racial isolation of students. To assist in the integration efforts of school districts, the legislature hereby creates the integration incentive grant program. The purpose of the program is to provide special funds to schools that have developed and implemented a special program to attract students from different racial groups within the school district to their building. To qualify for a grant under this program, the school program must result in an improved racial balance for the recipient school districts.
(2) Schools that have improved the racial balance of their school by voluntary intradistrict transfer of students shall receive five hundred dollars per student for each student transferring into the school. To be eligible for an integration incentive grant, a school shall submit an application to the superintendent of public instruction including:
(a) A description of the type of magnet or recruitment program established in the school district;
(b) A description of the timeline for implementation of the recruiting or magnet program;
(c) Identification of the special staff needs for the program; and
(d) Methods to be used in advertising the magnet or recruiting program.
(3) Money received by a district under the integration incentive grant program may be used for:
(a) Planning and promotional activities directly related to the expansion, continuation, or enhancement of academic programs and services offered at a magnet school or recruitment program;
(b) The acquisition of books, materials, and equipment, including computers and their maintenance and operation, that are necessary to conduct programs in magnet schools;
(c) The payment of additional compensation of elementary and secondary instructional staff who are certified or licensed by the state and who are necessary to conduct programs in magnet schools; and
(d) Assistance to improve the basic education, vocational skills, or special education programs of students that will contribute to reducing racial isolation.
NEW SECTION. Sec. 2. The superintendent of public instruction may adopt rules to implement the integration incentive grant program.
NEW SECTION. Sec. 3. Sections 1 and 2 of this act are each added to Title 28A RCW.
NEW SECTION. Sec. 4. The sum of one million dollars, or as much thereof as is necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the superintendent of public instruction for the purposes of section 1 of this act.
