AN ACT Relating to private ferries; adding a new section to chapter 81.84 RCW; and declaring an emergency.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 81.84 RCW to read as follows:

          The commission shall not grant any operating certificates for private ferries after the effective date of this act until the legislative transportation committee has performed a study and made recommendations concerning the issuance of such certificates.  The provisions of this section do not apply to launch services regulated under chapter 81.84 RCW.

NEW SECTION. Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
