AN ACT Relating to international education; adding a new section to Title 28A RCW; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to Title 28A RCW to read as follows:

          The superintendent of public instruction shall contract with the Henry M. Jackson School of International Studies of the University of Washington for the school to:

          (1) Work with the Washington State School Directors' Association, the Washington Association of School Administrators, and the Association of Washington School Principals to develop awareness of the need for improved international education and awareness of the resources that are available for this purpose;

          (2) Provide a series of in-service conferences and institutes on international issues for teachers and administrators using the resources of the Jackson School of International Studies, other professors at the University of Washington, the consular corps, and other community experts.  Part of the in-service conferences and institutes shall be held in eastern Washington.  Use of telecommunication as a method of providing these services should be explored;

          (3) Advise local school districts that experts at the Jackson School of International Studies are available to assist in evaluating new textbooks and other materials that deal with international affairs, geography, or non-Western cultures;

          (4) Work with the public colleges and universities in Washington to develop course work for prospective teachers on international studies and geography;

          (5) Continue to develop and publish, in cooperation with the superintendent of public instruction, new curriculum materials on international issues;

          (6) Seek additional grant funding from both the federal government and private sources to support continued expansion of international education outreach activities;

          (7) Publicize the availability of these services to all school districts in Washington; and

          (8) Promote interchange among teachers including a newsletter and dissemination of teacher-designed curriculum units.

          No money from this contract shall be spent by the university on administrative costs.

 

          NEW SECTION.  Sec. 2.     The Henry M. Jackson School of International Studies of the University of Washington shall report to the education committees of the house of representatives and the senate and the superintendent of public instruction by November 15, 1991, of the work completed under section 1 of this act by June 30, 1991.

 

          NEW SECTION.  Sec. 3.     The sum of one hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the superintendent of public instruction's general fund appropriation for the 1990-91 school year to the Henry M. Jackson School of International Studies for a contract to complete the requirements of this act.  This appropriation is contingent on the legislature providing an appropriation from the general fund of one hundred thousand dollars to the superintendent of public instruction for the specific purpose of offsetting the appropriation made in this section.
