AN ACT Relating to juvenile rehabilitation; creating a new section; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     (1) A study shall be conducted by the legislative budget committee to study the transfer of all powers, duties, and functions of the department of social and health services pertaining to juvenile confinement and detention facilities to the department of corrections.

          (2) The report shall include the coordination of juvenile and adult programs, records, and potential for enhanced tracking of offenders.

          (3) The legislative budget committee shall complete the study and report to the legislature by February 1, 1991.

 

          NEW SECTION.  Sec. 2.     This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
