AN ACT Relating to youth employment preparation and supportive services; adding a new section to chapter 19, Laws of 1989 1st ex. sess. (uncodified); creating a new section; making an appropriation; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 19, Laws of 1989 1st ex. sess. (uncodified) to read as follows:

The appropriation in this section is subject to the following conditions and limitations: The youth employment preparation and transition services program shall use the funds to provide preemployment training and supportive services for persons sixteen to twenty-one years of age who are committed to the division of juvenile rehabilitation and are confined to any correctional institution, group home, or detention center. As used in this section: (1) "Preemployment training" means providing assistance in the areas of employability assessment, interviewing skills, career planning, getting along with others, and job retention; and (2) "transition services" means providing job placement and supportive services for bus fare, clothes for interviewing and working, and assistance funds for client subsistence. It is the intent of the legislature that the programs developed under this general fund--state appropriation closely resemble the programs recommended by the community protection task force for youth and young adults.
NEW SECTION. Sec. 2. The department of employment security, corrections clearing house, and the division of juvenile rehabilitation shall report back to the legislature by March 1993 to contrast the recidivism rate of students who have and have not gone through the preemployment program.
NEW SECTION. Sec. 3. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
