AN ACT Relating to services for children; creating a new section; making appropriations; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The purpose of this act is to increase our state's commitment to addressing the needs of children for prevention, early detection, and treatment of abuse and neglect, for adequate nutrition and support, for access to necessary health care, for treatment of developmental disabilities, mental illness, and substance abuse, for affordable child care, for necessary social services, and for other services essential for their survival and well-being. It is the further purpose of this act to address these needs in an efficient and effective manner which minimizes administrative costs.
NEW SECTION. Sec. 2. The sum of seventeen million dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to expand medical assistance to all children living under the federal poverty level, up to age eighteen, expand childhood immunizations, expand the women, infant, and children program, and increase funding for primary care providers of children's medical services.
NEW SECTION. Sec. 3. The sum of six million five hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of community development for the biennium ending June 30, 1991, to expand existing early childhood education programs.
NEW SECTION. Sec. 4. The sum of thirteen million six hundred fifty-four thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to increase reimbursement rates for the employment child care program, seasonal day care program, high school completion, and child protective services and child welfare child care services, expand child care resource and referral services, and increase funding for child care for the homeless.
NEW SECTION. Sec. 5. The sum of twenty-five million dollars from the general fund‑-state appropriation and twenty-eight million one hundred ninety-one thousand four hundred eighty-nine dollars of the general fund‑-federal appropriation, or as much thereof as may be necessary, is appropriated to the department of social and health services for the biennium ending June 30, 1991, solely to increase grant levels in the aid to families with dependent children program.
NEW SECTION. Sec. 6. The sum of twelve million dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, for the construction and rehabilitation of housing for homeless families and to increase rent subsidies and related assistance.
NEW SECTION. Sec. 7. The sum of twenty-one million five hundred forty-seven thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to expand high priority infant tracking, hire additional public health nurses, expand parent education and support programs, increase homemaker staff support, expand homebuilders, reduce child protective services and child welfare services caseloads, expand continuum of care projects, increase therapeutic child care, and increase services to victims of sexual assault.
NEW SECTION. Sec. 8. The sum of eleven million seven hundred ninety-three dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to increase services for children aged birth to three years with disabilities and increase in-home family support services for families of developmentally disabled children.
NEW SECTION. Sec. 9. The sum of eleven million three hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to expand the primary intervention program, expand services through community mental health service centers, expand the children's hospitalization alternative program, and expand the intensive community support demonstration projects.
NEW SECTION. Sec. 10. The sum of two million eight hundred forty-one thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to expand drug and alcohol treatment programs for children, expand intensive outpatient and inpatient treatment for minority youth, and provide vocational education for adolescent alcoholics and drug addicts.
NEW SECTION. Sec. 11. The sum of one million five hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, for pregnancy prevention services.
NEW SECTION. Sec. 12. The sum of one million one hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to increase family reconciliation services and emergency services for youth.
NEW SECTION. Sec. 13. The sum of fifteen million six hundred seventy thousand six hundred dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to increase family foster care rates, increase group care rates, increase private agency reimbursement rates, increase treatment family foster care rates, increase minority foster and adoptive parent recruitment, increase foster care support services, and expand adoption legal assistance.
NEW SECTION. Sec. 14. The sum of eight hundred ninety-six thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund‑-state appropriation to the department of social and health services for the biennium ending June 30, 1991, to implement a sex offender treatment unit and fund gang prevention projects.
NEW SECTION. Sec. 15. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
