AN ACT Relating to political advertising during nonelection years; and amending RCW 42.17.070.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

        Sec. 1.  Section 7, chapter 1, Laws of 1973 as last amended by section 7, chapter 280, Laws of 1989 and RCW 42.17.070 are each amended to read as follows:

          No expenditures may be made or incurred by any candidate or political committee except on the authority of the treasurer or the candidate, and a record  of all such expenditures shall be maintained by the treasurer.

          No expenditure  of more than fifty dollars may be made in currency unless a receipt, signed by the recipient and by the candidate or treasurer, is prepared and made a part of the campaign's or political committee's financial records.

          No expenditures totalling more than two thousand five hundred dollars for direct mail, television, and radio advertising may be made or incurred by a candidate or political committee during a calendar year in which that candidate is not standing for election or in which the political committee is not opposing or supporting a candidate or ballot proposition that will appear on a ballot during that year.
