AN ACT Relating to the Washington state foundation for international understanding; adding a new chapter to Title 43 RCW; and making appropriations.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The Washington state foundation for international understanding is established.  The foundation shall be governed by a board of directors.  Initial board members shall be selected as follows:  The governor shall select up to eleven directors to represent education, higher education, business, and labor; the speaker of the house of representatives shall select two directors, one director from each caucus; and the president of the senate shall select two directors, one director from each caucus.  The initial directors shall serve terms lasting no more than five years.

 

          NEW SECTION.  Sec. 2.     The powers and duties of the initial board members of the Washington state foundation for international understanding shall include, but are not limited to:

          (1) Adopting bylaws and operating guidelines;

          (2) Determining methods of selection and terms of office for future directors;

          (3) Ensuring that the foundation conforms with all applicable state laws governing not-for-profit organizations;

          (4) Designing foundation programs and activities;

          (5) Raising and expending funds for foundation purposes, including private cash donations to match state moneys in the trust fund described in section 5 of this act;

          (6) Entering compacts with foundations, consortias, institutions, or agencies;

          (7) Establishing goals and priorities; and

          (8) Convening committees of interested persons to help carry out the foundation's purposes.

 

          NEW SECTION.  Sec. 3.     The purposes of the Washington state foundation for international understanding shall include, but are not limited to:

          (1) Facilitating and sponsoring exchange programs with other nations for persons including but not limited to students, faculty members, business leaders, legislators, and public employees;

          (2) Providing resource materials, educational opportunities, and training sessions for exchange participants and in-state hosts and sponsors;

          (3) Facilitating and sponsoring collaborative research projects, study opportunities, and conferences with foundations, exchange organizations, and education institutions in foreign nations;

          (4) Providing leadership and counseling for participants in the foundation's programs;

          (5) Providing grants to Washington organizations, state agencies, and institutions of higher education to help them develop programs that facilitate international understanding, including exchange opportunities for members, employees, students, and visitors from other nations;

          (6) Establishing an information office or contact in countries where a significant number of exchanges are planned; and

          (7) Raising moneys from public and private sources to help fund the purposes of the foundation.

 

          NEW SECTION.  Sec. 4.     The foundation's initial priorities shall include establishing exchange opportunities with Pacific Rim nations.  Initial participants shall share the results of their experiences with members of their local community, through a plan approved by the foundation.

 

          NEW SECTION.  Sec. 5.     The Washington state foundation for international understanding trust fund is established.  The trust fund shall be administered by the state treasurer.  Funds appropriated by the legislature for the trust fund shall be deposited into the trust fund.  All moneys deposited in the trust fund shall be invested by the state treasurer.  Notwithstanding RCW 43.84.090, all earnings of investments of balances of the trust fund shall be credited to the fund.  At the request of the board of directors of the Washington state foundation for international understanding, and when conditions set forth in section 6 of this act are met, the treasurer shall release state matching moneys in the fund, plus any accrued earnings to the foundation's endowment fund.  No appropriation is required for expenditures from the trust fund.

 

          NEW SECTION.  Sec. 6.     The Washington state foundation for international understanding may apply to the treasurer for matching funds, plus earnings, from the Washington state foundation for international understanding trust fund when the foundation can match the state funds with an equal amount of private cash donations.  Private cash donations mean moneys from nonstate sources that include, but are not limited to, federal moneys and assessments by commodity commissions authorized to conduct research activities including but not limited to research studies authorized under RCW 15.66.030 and 15.65.040.

 

          NEW SECTION.  Sec. 7.     The state matching funds and the private cash donations shall be deposited in an endowment fund established by the Washington state foundation for international understanding.  The foundation's board of directors is responsible for investing and maintaining all moneys within the fund.  The principal of the invested endowment fund shall not be invaded.  The board may augment the endowment fund with additional private donations.  The earnings on the fund shall be used solely to support the purposes of the Washington state foundation for international understanding, as set forth in section 3 of this act.

 

          NEW SECTION.  Sec. 8.     The sum of two hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund to the office of financial management for the biennium ending June 30, 1991, to provide temporary staffing assistance to establish the Washington state foundation for international understanding and begin carrying out its purposes.

 

          NEW SECTION.  Sec. 9.     The sum of five hundred thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund to the state treasurer for the biennium ending June 30, 1991, for deposit into the Washington state foundation for international understanding trust fund.

 

          NEW SECTION.  Sec. 10.    Sections 1 through 7 of this act shall constitute a new chapter in Title 43 RCW.
