WHEREAS, It is of paramount importance to establish cutoff dates for the consideration of legislation during the 1989 Regular Session of the Fifty-First Legislature;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the State of Washington, the Senate concurring, That all executive and agency request legislation to be considered by the Legislature shall be on the request list of the Code Reviser's Office by 3:00 p.m. on Friday, January 27, 1989, the nineteenth day; and

          BE IT FURTHER RESOLVED, That Friday, February 3, 1989, the twenty-sixth day, shall be the final day for introduction of executive and agency request legislation; and

          BE IT FURTHER RESOLVED, That the following cutoff dates shall apply to all bills, memorials, and joint resolutions with the exception of budgets, matters necessary to implement budgets, tax reform legislation, Initiatives to the legislature, and legislative alternatives to such initiatives:

          Wednesday, March 1, 1989, the fifty-second day, shall be the final day to read in committee reports in the house of origin with the exception of reports from the Senate Ways and Means and House fiscal committees;

          Monday, March 6, 1989, the fifty-seventh day, shall be the final day to read in Senate Ways and Means and House fiscal committee reports in the house of origin;

          Wednesday, March 15, 1989, the sixty-sixth day, at 5:00 p.m., shall be the final time to consider bills in their house of origin;

          Friday, March 31, 1989, the eighty-second day, shall be the final day to read in committee reports on bills from the opposite house with the exception of reports from the Senate Ways and Means and House fiscal committees;

          Monday, April 3, 1989, the eighty-fifth day, shall be the final day to read in Senate Ways and Means and House fiscal committee reports on bills from the opposite house; and

          BE IT FURTHER RESOLVED, That after 5:00 p.m. on Friday, April 14, 1989, the ninety-sixth day, neither house may consider any bills, memorials, or joint resolutions except budgets, matters necessary to implement budgets, tax reform legislation, initiatives to the legislature, legislative alternatives to such initiatives, messages pertaining to amendments, matters of differences between the two houses, conference and free conference reports, and matters incident to the interim and to the closing of the business of the 1989 Regular Session of the Legislature.
