                                    HOUSE CONCURRENT RESOLUTION NO. 4408

WHEREAS, The Washington State Economic Development Board was created by the legislature in 1985; and

          WHEREAS, The Washington State Economic Development Board was instructed to create a long-term economic development strategy; and

          WHEREAS, The goal of the Washington State Economic Development Board's strategy was one that achieves balanced state-wide economic growth, that creates opportunities for good-paying jobs for all Washingtonians, and that develops an environment that increases the competitiveness of the state's businesses in the new global economy on a long-term basis; and

          WHEREAS, The Washington State Economic Development Board is made up of highly qualified persons with divergent interests and constituencies; and

          WHEREAS, The Washington State Economic Development Board held hearings throughout this state; and

          WHEREAS, The Washington State Economic Development Board published five reports, the final report being Washington Works Worldwide summarizing the Washington State Economic Development Board's efforts and making recommendations; and

          WHEREAS, The recommendations focus on (1) developing a highly educated, multiskilled, and flexible workforce, (2) building local capacity, (3) protecting the Northwest environment, (4) investing in innovation, (5) reforming the tax structure for competitiveness, (6) reshaping the regulatory environment, (7) commercializing research and development, (8) linking Washington state with the world, (9) maintaining and improving basic infrastructure, and (10) creating an independent council to oversee strategy;

          NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, that the state legislature hereby accepts the Washington State Economic Development Board's report and recommendations; and

          BE IT FURTHER RESOLVED, That the Governor provide leadership in implementing the recommendations of the Washington State Economic Development Board by asking state agencies to consider the recommendations in carrying out their duties, and by conducting an annual economic summit that focuses on the ongoing implementation of the recommendations for leaders of state agencies, the legislature, and business; and

          BE IT FURTHER RESOLVED, That the state legislature, particularly leadership and committee chairs, assist and evaluate the executive branch in the implementation of the Washington State Economic Development Board recommendations.
