TO THE HONORABLE GEORGE BUSH, PRESIDENT OF THE UNITED STATES, AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, The energy security of the United States is threatened by reliance on foreign oil for petroleum products used and consumed in this nation; and
WHEREAS, The imbalance of this nation's trade with other countries is due in part to the importation of foreign oil; and
WHEREAS, Expanding the markets for the agricultural commodities produced domestically would assist in improving the financial well-being of the nation's agricultural industry and assist in reducing the financial support required for certain agricultural programs; and
WHEREAS, Expanding the production and use of gasohol in this nation would increase the market for agricultural commodities used in the production of ethanol and would decrease the amount of oil needed for each gallon of motor vehicle fuel;
NOW, THEREFORE, Your Memorialists respectively pray that Congress enact legislation which would require that the amount of ethanol contained in the total amount of all motor fuel sold annually in this nation by wholesale distributors be increased to five percent by volume by the year 1993.
BE IT RESOLVED, That copies of this Memorial be immediately transmitted to the Honorable George Bush, President of the United States, the President of the United States Senate, the Speaker of the House of Representatives, and each member of Congress from the State of Washington.
