TO THE HONORABLE FRANK MESSERSMITH, REPRESENTATIVE OF THE STATE OF MISSISSIPPI AND NATIONAL CHAIRMAN OF THE AMERICAN LEGISLATIVE EXCHANGE COUNCIL (ALEC):

          We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:

WHEREAS, The American Legislative Exchange Council (ALEC) is the nation's largest individual membership organization of state legislators; and

          WHEREAS, Its membership includes persons from both major political parties and from the private sector; and

          WHEREAS, As a nonprofit, nonpartisan public policy institution, ALEC provides research, legislative analysis, model state legislation, and other services to its members; and

          WHEREAS, The ALEC annual meeting provides a valuable opportunity for legislators from the several states to meet and discuss mutual problems; and

          WHEREAS, The annual meeting is held in different states across the nation; and

          WHEREAS, The conference for 1991 would be an excellent opportunity for the members of the Washington State Legislature to meet with their colleagues and an honor for the State of Washington;

          NOW, THEREFORE, Your Memorialists respectfully extend  a cordial invitation to the American Legislative Exchange Council to hold its 1991 annual meeting in Seattle, Washington, on August 26, 27, 28, 29, and 30.

          BE IT RESOLVED, That a copy of this memorial be immediately transmitted to ALEC National Chairman, the Honorable Frank Messersmith, Representative of the State of Mississippi.
