BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:
THAT, At the next general election to be held in this state there shall be submitted to the qualified voters of the state for their approval and ratification, or rejection, an amendment to the Constitution of the state of Washington by adding a new article to read as follows:
ARTICLE _____, section 1. ENVIRONMENTAL BILL OF RIGHTS. Every person has the right to a clean and healthful environment.Section 2. It is a paramount duty of all types and levels of government to protect, maintain, and restore the integrity of the natural ecosystems of which they are a part.Section 3. The legislature shall provide for implementation of sections 1 and 2 of this Article in a definite and enforceable manner, and shall make ample provision for administration of these and other environmental laws.
BE IT FURTHER RESOLVED, That the secretary of state shall cause notice of the foregoing constitutional amendment to be published at least four times during the four weeks next preceding the election in every legal newspaper in the state.
