AN ACT Relating to international policy; adding new sections to chapter 43.31 RCW; adding new sections to chapter 43.131 RCW; creating a new section; and making an appropriation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1. It is the intent of the legislature to:

(1) Assist the director of the department of trade and economic development and the director of agriculture as well as other state agencies in developing a coordinated policy for the state's international programs especially in the Pacific Rim, Europe, and other important markets;

(2) Improve and promote coordination among government and private sector providers of international trade programs;

(3) Ensure that the nonprofit and for-profit private sector organizations have access to the directors for policy development purposes; and

(4) Assist the directors in carrying out legislative intent for coordinated policy development and program administration.

NEW SECTION. Sec. 2. (1) There is established the international policy advisory council in the office of the director of trade and economic development. The purpose of the council is to assist in gathering input on international issues, particularly the development of trade programs useful to the private sector, for consideration in policy-making.

(2) The council shall consist of eight members.

(3) Of the eight members, one shall be a member of the house of representatives, appointed by the speaker; one shall be a member of the senate, appointed by the lieutenant governor; two shall be from the nonprofit private sector, one appointed by the director of trade and economic development and one by the director of agriculture; and four shall be from the for-profit private sector, two of whom shall be appointed by the director, and two appointed by the director of the department of agriculture. A chair shall be elected from among the members for a one-year term.

(4) The council is encouraged to invite other participants for its deliberations as it deems appropriate.

(5) The directors shall each appoint a member of their staffs to serve as liaisons to the council and to attend all council meetings.

NEW SECTION. Sec. 3. Appointments to the council shall be made within thirty days of the effective date of this section. The first meeting shall be held within sixty days of the effective date of this section. Additional meetings shall be held at the call of the chair or of the director but shall be held at least quarterly.

NEW SECTION. Sec. 4. Members of the council shall serve without compensation, but shall be reimbursed for travel expenses as provided in RCW 43.03.050 and 43.03.060.

NEW SECTION. Sec. 5. The council has the following powers and duties:

(1) To provide international policy advice to the directors on a regular basis or upon request of the directors;

(2) To provide evaluation of trade and trade development programs currently operating, in and out of state government and recommend measures to promote coordination of such programs;

(3) To serve as conduit for information flow on international issues between the department and the private sector; and

(4) To provide a focal point for coordination of the delivery of state and local trade programs and of nonprofit private sector activities.

NEW SECTION. Sec. 6. The council shall: (1) Prepare an annual report of its activities for presentation to the standing committee of reference; (2) develop written policy statements on international issues; and (3) assist other state agencies in preparation of similar reports.

NEW SECTION. Sec. 7. The council may use legislative and executive staff as it deems necessary and may employ other staff if additional expertise is required. Such employment shall be carried out in accordance with the usual procedures for the office of the director. The council may conduct such studies as it deems necessary to carry out its purposes. Policy statements may be issued by the council on international issues it deems important to the state. The council may hold such public meetings as it deems necessary.

NEW SECTION. Sec. 8. Recognizing the importance of changes taking place by 1992 within the European Economic Community, the council shall, at the earliest possible date, conduct a study to determine the most appropriate site for and responsibilities of, a Washington state office or other representation for Europe. Such an office should serve as a liaison between the state's businesses and government and those of major European countries on a full range of economic development and trade matters with special emphasis on those matters dealing with international trade, tourism, and investment. It should also help provide the state with information on European Economic Community integration policy developments. The council is encouraged to promote cooperation and colocation with Washington state port offices. The council's report based on this study shall be used by the directors in making a final determination regarding the site for and responsibilities of a Washington state office for Europe.

NEW SECTION. Sec. 9. Based on the council's report issued pursuant to section 8 of this act, the directors shall establish a Washington state office for Europe.

NEW SECTION. Sec. 10. Recognizing the benefit of providing scientific, technical, and marketing information needed by government, educational institutions, and the private sector relating to new technologies, processes, products, and markets, the council shall evaluate current exchange programs in the state, sponsored by government, educational institutions, and the private sector, and recommend improvements. Such improvements may entail better coordination of such programs, cooperation in development projects among various entities, ways to provide increased international opportunities for those not currently able to participate in such exchange programs, and methods to provide a more international perspective to elementary, high school, and college curricula. A report based on this evaluation shall be submitted to the senate economic development and labor committee at the first session following the establishment of the council.

NEW SECTION. Sec. 11. A new section is added to chapter 43.131 RCW to read as follows:

The state international advisory council and its powers and duties shall be terminated on June 30, 1994, as provided in section 12 of this act.

The following acts or parts of acts, as now existing or hereafter amended, are each repealed, effective June 30, 1995:

(1) Section 1, chapter --, Laws of 1989 (section 1 of this act) (uncodified);

(2) Section 2, chapter --, Laws of 1989 (section 2 of this act) and RCW 43.31.---;

(3) Section 3, chapter --, Laws of 1989 (section 3 of this act) and RCW 43.31.---;

(4) Section 4, chapter --, Laws of 1989 (section 4 of this act) and RCW 43.31.---;

(5) Section 5, chapter --, Laws of 1989 (section 5 of this act) and RCW 43.31.---;

(6) Section 6, chapter --, Laws of 1989 (section 6 of this act) and RCW 43.31.---;

(7) Section 7, chapter --, Laws of 1989 (section 7 of this act) and RCW 43.31.---; and

(8) Section 8, chapter --, Laws of 1989 (section 8 of this act) and RCW 43.31.---.

NEW SECTION. Sec. 13. Sections 2 through 9 of this act are each added to chapter 43.31 RCW.

NEW SECTION. Sec. 14. The sum of four hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the department of trade and economic development for the purposes of this act, of which twenty-five thousand dollars is for carrying out section 8 of this act; one hundred thousand dollars is for carrying out sections 2 through 7 of this act; and two hundred seventy-five thousand dollars is for carrying out section 9 of this act. If any amount is not spent for the designated purpose, the office of financial management may reallocate those remaining funds to one of the other purposes.
