AN ACT Relating to international marketing; adding new sections to chapter 43.31 RCW; adding new sections to chapter 43.131 RCW; and making an appropriation.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. There is created within the department of trade and economic development the international science, education, and marketing exchange program.
NEW SECTION. Sec. 2. Unless the context clearly requires otherwise, as used in sections 3 through 8 of this act, "program" means the international science, education, and marketing exchange program created in section 1 of this act.
NEW SECTION. Sec. 3. The purpose of the program is to:
(1) Help provide scientific and technical information needed by government, educational institutions, and the private sector to help stimulate international trade, tourism, and investment;
(2) Meet state goals relating to increasing cultural awareness and international understanding among the state's elementary, secondary, and university students;
(3) Provide experience in the international arena for those groups, institutions, and individuals who may otherwise not have adequate opportunities to participate in the international arena;
(4) Enable the state to have an additional way of meeting goals and objectives in international programs; and
(5) Increase the understanding and communication between citizens of Washington state and countries throughout the world.
NEW SECTION. Sec. 4. There shall be three advisory groups, one for the category of science, one for the category of education, and one for the category of marketing. Membership of each advisory group shall include a representative from the educational community, who shall serve as chair; a representative of state government; and a representative of an appropriate private sector company, commission, or association. Members shall be appointed by the director. Members shall not receive any compensation, but shall be reimbursed for travel expenses as provided in RCW 43.03.050 and 43.03.060.
NEW SECTION. Sec. 5. The advisory groups shall solicit proposals from persons and organizations throughout the state, using state agencies, schools, universities, the Washington ambassador program, and other means to disseminate requests for proposals. The overall criteria to be used by an advisory group in approving projects shall be the written objectives of the state in each of the subject categories. The goal of the projects should be to visit other countries and peoples in order to expand information and understanding in a specific subject matter area, such as the development of science education projects in secondary schools, or the use of integrated pest management for crops widely cultivated in the state. Projects should normally involve one or two persons and have a duration of two or three weeks on site. Specific criteria shall be included in project solicitations issued by the advisory groups.
NEW SECTION. Sec. 6. It shall be the stated goal of the program to have at least one project per year in each subject category that has an emphasis on, and participation by, precollege age people.
NEW SECTION. Sec. 7. It shall be the stated goal of the program to have project participants contribute up to fifty percent of the project's costs. To help offset other costs and for those cases where participants cannot meet this goal, the advisory groups and the department are encouraged to solicit private sector donations and other funds. Advisory groups may receive such gifts, grants, and endowments from public or private sources as may be made from time to time, in trust or otherwise, for the use and benefit of the purposes of the advisory group and expend the same or any income therefrom according to the terms of the gifts, grants, or endowments.
NEW SECTION. Sec. 8. Project participants shall submit a written report on their findings within six months after their return. The advisory groups shall develop methods of dissemination for these reports, and should consider such options as the state's colleges' and universities' library systems, university publications, professional journals, and industry newsletters.
NEW SECTION. Sec. 9. A new section is added to chapter 43.131 RCW to read as follows:
The international science, education, and marketing exchange program and its powers and duties shall be terminated on June 30, 1992, as provided in section 10 of this act.

The following acts or parts of acts, as now existing or hereafter amended, are each repealed, effective June 30, 1993:
(1) Section 1 , chapter --- , Laws of 1989 (section 1 of this act) and RCW 43.31.---;
(2) Section 2, chapter ---, Laws of 1989 (section 2 of this act) and RCW 43.31.---;
(3) Section 3, chapter ---, Laws of 1989 (section 3 of this act) and RCW 43.31.---;
(4) Section 4, chapter ---, Laws of 1989 (section 4 of this act) and RCW 43.31.---;
(5) Section 5, chapter ---, Laws of 1989 (section 5 of this act) and RCW 43.31.---;
(6) Section 6, chapter ---, Laws of 1989 (section 6 of this act) and RCW 43.31.---;
(7) Section 7, chapter ---, Laws of 1989 (section 7 of this act) and RCW 43.31.---; and
(8) Section 8, chapter ---, Laws of 1989 (section 8 of this act) and RCW 43.31.---.
NEW SECTION. Sec. 11. Sections 1 through 8 of this act are each added to chapter 43.31 RCW.
NEW SECTION. Sec. 12. The sum of seventy-five thousand dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1991, from the general fund to the department of trade and economic development for the purposes of this act.
