AN ACT Relating to international marketing; adding new sections to chapter 43.31 RCW; adding new sections to chapter 43.131 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.     The Washington international marketing internship program is hereby established within the department.  Unless the context clearly requires otherwise, as used in sections 2 through 5 of this act "program" means the Washington international marketing internship program.

 

          NEW SECTION.  Sec. 2.     The purpose of the program is to:  (1) Provide stipends to international marketing interns; and (2) train college students and recent graduates in international marketing to encourage them to pursue careers in that field in the state of Washington.  The program would also help the state to promote Washington products and services outside of the state and to develop new markets and new products.

 

          NEW SECTION.  Sec. 3.     (1) The program shall provide up to fifteen stipends for interns per year.  At least one-third of available internships shall be assigned to the department of agriculture; the remainder shall be assigned to the department of trade and economic development.  Each internship position will be for a period of one year.  The department shall place interns in private sector companies or nonprofit, trade-related organizations for on-the-job training.

          (2) The stipend amount for a full year shall be ten thousand dollars to be paid under procedures established by the director.

          (3) Candidates shall:  (a) Be Washington state residents as defined in RCW 28B.15.011 through 28B.15.015; and (b) have senior standing at the institution of higher education at which they are enrolled, or have graduated, within six months immediately prior to application, in business, marketing, international studies, or other appropriate fields, or be candidates for a masters' or doctorate degree in an appropriate field.

          (4) Candidates for a stipend shall submit an application through their institution of higher education to the department on a form approved by the director.  The department shall disseminate information about the program to colleges, universities, and community colleges within the state.  The director may use forms, procedures, and practices similar to those currently used for the business and market development group's undergraduate internship program.

          (5) The institution of higher education at which the intern is enrolled shall grant appropriate undergraduate or graduate credit for the time spent by the intern in the program.

 

          NEW SECTION.  Sec. 4.     Companies wishing to participate in the internship program shall provide a written application on a form approved by the director and shall:

          (1) Have been in existence for at least one year and have at least one hundred thousand dollars in export sales annually;

          (2)  Offer for sale commodities or a product or provide services that derive at least fifty percent of their dollar value from any process, procedure, or treatment performed in the state or from the use of raw materials or components grown, produced, or manufactured in the state;

          (3)  Have facilities and experienced personnel to train an intern in international marketing; and

          (4)  Provide a challenging program for the intern, with an emphasis on overseas experience.

          Criteria for participation by nonprofit, trade-related organizations shall be similar to the requirements for businesses contained in this section and shall be determined by the director.

 

          NEW SECTION.  Sec. 5.     The department shall require businesses and nonprofit organizations that accept interns in this program to reimburse to the department at least fifty percent  of the intern's stipend.   The director may waive this requirement in exceptional circumstances.

 

          NEW SECTION.  Sec. 6.     Sections 1 through 5 of this act are each added to chapter 43.31 RCW.

 

          NEW SECTION.  Sec. 7.  A new section is added to chapter 43.131 RCW to read as follows:

          The Washington international marketing internship program shall be terminated on June 30, 1994, as provided in section 8 of this act.

 

          NEW SECTION.  Sec. 8.  A new section is added to chapter 43.131 RCW to read as follows:

          The following acts or parts of acts, as now existing or hereafter amended, are each repealed, effective June 30, 1995:

                   (1) Section 1, chapter ---, Laws of 1989 and RCW 43.31.--- (section 1 of this act);

          (2) Section 2, chapter ---, Laws of 1989 and RCW 43.31.--- (section 2 of this act);

          (3) Section 3, chapter ---, Laws of 1989 and RCW 43.31.--- (section 3 of this act);

          (4) Section 4, chapter ---, Laws of 1989 and RCW 43.31.--- (section 4 of this act); and

          (5) Section 5, chapter ---, Laws of 1989 and RCW 43.31.--- (section 5 of this act).

 

          NEW SECTION.  Sec. 9.     If specific funding for the purposes of this act, referencing this act by bill number, is not provided by June 30, 1990, in the omnibus appropriations act, this act shall be null and void.
