AN ACT Relating to recreational uses of publicly owned watershed lands; and adding a new section to chapter 43.99 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 43.99 RCW to read as follows:

          It is hereby declared to be the policy of this state that recreational uses of publicly owned watershed lands shall be encouraged to the fullest extent consistent with public health and safety.  This section shall not apply to recreational uses, with respect to a reservoir in which water is stored for domestic use, in which there is bodily contact with the water by any participant.  This section shall be implemented consistently with, and not in derogation of, the authority of any public entity having control over such lands to protect the quality of its water supplies for all purposes.
