AN ACT Relating to curriculum review; and adding new sections to chapter 28A.58 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 28A.58 RCW to read as follows:

          (1) The board of directors of a school district, upon the request of the parent or guardian of a student enrolled in the district, shall make available for inspection and review any materials used in association with the district's educational program, including but not limited to:  Textbooks, films, tapes, teacher's manual, computer software, workbooks, mimeographed papers or papers otherwise copied, assignments, or activities offered in a school in the district.  The district may charge a nominal cost to cover any costs of reproduction.

          (2) If a student's parent or guardian objects in writing to the district to the student's participation in a program or class that uses educational materials as identified under subsection (1) of this section, the student shall be excused from the program or class or shall not be required to use the educational materials in question.

          (3) Pursuant to the provisions of subsection (2) of this section, if the program, class, or educational materials are required by the district or the state to meet state or district high school graduation requirements, the district shall assure that an alternative program or class or alternative educational materials are provided.  In lieu of providing an alternative program or class or alternative educational materials, the district may waive the requirement or use of the materials for the student or request from the state board of education or the superintendent of public instruction that the requirement or use of the materials be waived.

          (4) Pursuant to the provisions of subsection (2) of this section, if the program, class, or educational materials are required by the district or the state to meet state or district compulsory course requirements in the elementary and middle school or junior high school grades, the district shall assure that an alternative program or class or alternative educational materials are provided.  In lieu of providing an alternative program or class or alternative educational materials, the district may waive the requirement or use of the materials for the student or request from the state board of education or the superintendent of public instruction that the requirement or use of the materials be waived.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter  28A.58 RCW to read as follows:

          (1) The board of directors of a school district, upon the request of the parent or guardian of a student enrolled in the district, shall notify the student's parent or guardian prior to the student's participation in a class or activity that includes any of the following:

          (a) Psychiatric and psychological tests, surveys, or treatment;

          (b) Values clarification;

          (c) Survival games, including life and death decision exercises;

          (d) Death education, including discussions of death, dying, and suicide;

          (e) The occult, witchcraft, hypnosis, astrology, Eastern mysticism, and yoga;

          (f) Sensitivity training and self-evaluation, including personal autobiography assignments, log books, diaries, and personal journals;

          (g) Pornography as defined under chapter 7.48A RCW and any materials containing profanity and sexual explicitness, or both;

          (h) Antinationalistic, one-world government, or globalism curricula, including curriculum which teaches United States disarmament; or

          (i) Curriculum relating to population control, redistribution of wealth, or alternative lifestyles.

          (2) If a student's parent or guardian objects in writing to the district to the student's participation in a class or activity identified under subsection (1) of this section, the student shall be excused from the class or activity.

          (3) Pursuant to the provisions of subsection (2) of this section, if the class or activity is required by the district or the state to meet state or district high school graduation requirements, the district shall assure that an alternative class or activity is provided.  In lieu of providing an alternative class or activity, the district may waive the requirement for the student or request from the state board of education or the superintendent of public instruction that the requirement be waived.
