AN ACT Relating to power fishing reels; adding a new section to chapter 75.25 RCW; and adding a new section to chapter 75.32 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 75.25 RCW to read as follows:

          (1) Power fishing reels may be used for recreational sport fishing by disabled persons under rules promulgated by the director.

          (2) For the purposes of this section, a "disabled person" is a person who meets one of the following criteria:

          (a) Suffers from a loss of both lower limbs;

          (b) Suffers from a loss of normal or full use of the lower limbs to sufficiently constitute a severe disability;

          (c) Is so severely disabled, that he or she cannot move without the aid of crutches or a wheelchair;

          (d) Suffers from a loss of both hands;

          (e) Suffers from lung disease to such an extent that forced expiratory respiratory volume, when measured by spirometry is less than one liter per second; or

          (f) Is impaired by cardiovascular disease to the extent that his or her functional limitations are classified as class III or IV under the standards accepted by the American heart association.

          (3) The director may promulgate rules necessary to carry out the purposes of this section.

          (1) Power fishing reels may be used for recreational sport fishing by disabled persons under rules promulgated by the director.
