AN ACT Relating to public employee payroll deductions for political committees; and adding a new section to chapter 41.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

          A group of employees of any political subdivision may authorize voluntary deductions from their salaries or wages for payment to political committees subject to the following conditions:

          (1) The political committee is registered with the public disclosure commission, the federal election commission, or both;

          (2) At least twenty-five or more employees of a single political subdivision have authorized such a deduction for payment to the same political committee;

          (3) The chief administrative officer, or in the absence thereof, the legislative body, of the political subdivision has approved the deduction; and

          (4) Upon request of the political subdivision, either the group of employees requesting the deduction or the political committee to whom the payment will be made, agrees to pay an initial fee for adjusting the payroll system and a reasonable administrative fee for continued expenses.
