AN ACT Relating to the teaching profession; creating new sections; providing expiration dates; and making appropriations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. (1) The higher education coordinating board, in consultation with the superintendent of public instruction, the state board of education, and the six public four-year institutions of higher education, shall develop a plan to establish at least one campus educational research center located in the state of Washington.
(2) Any research center shall be located at an existing state or regional university or college campus, or the branch campus of an existing state or regional university or college campus, and may be utilized by school districts and any public or private teacher institution operating a teacher preparation program approved by the state board of education to assist in educational research and field testing of new innovations in curriculum design, teaching methodology, management practices, and school organizational structures.
(3) Any research center should take advantage of or complement, or both, existing programs which are or may be related to the preparation of candidates for entry into the teaching profession, such as the summer institute program at The Evergreen State College under the auspices of the national faculty of the arts and humanities, and the clearinghouse of educational information in the office of the superintendent of public instruction.
Any research center shall collect information from projects under the schools for the twenty-first century program under RCW 28A.100.030 through 28A.100.068, relating to school organization structures, and disseminate such information to all state board of education approved teacher preparation programs in the state.
(4) The higher education coordinating board shall report to the legislature by January 15, 1991, on the plan for the location, organization, operation, and financing of any research center. The report shall include findings and recommended legislation.
(5) This section shall expire January 30, 1991.
NEW SECTION. Sec. 2. (1) The state board of education shall establish a grant program to facilitate the development of a field-based teacher preparation model or models. In developing the grant program, the state board shall consider the findings and recommendations of the board's study of the concept of internship as required under RCW 28A.04.170.
(2) Each grant application shall include the following:
(a) Documentation that the grant proposal was developed jointly by the college or university and at least one school district;
(b) Identified goals and objectives for the proposed model;
(c) Information on how the proposed model will be evaluated for success in meeting the identified goals and objectives under (b) of this subsection. The proposed model shall be evaluated annually by the professional education advisory board of the institution submitting the application; and
(d) Documentation that the proposed model will focus on at least two of the following educational aspects:
(i) At-risk students;
(ii) Preschool students;
(iii) Urban educational settings;
(iv) Rural educational settings;
(v) Middle school students; and
(vi) Alternative career opportunities.
(3) Actual field experience under any proposed model shall take place in a school building under the schools for the twenty- first century program under RCW 28A.100.030 through 28A.100.068, subject to approval by the building staff and the school district board of directors.
NEW SECTION. Sec. 3. (1) The state board of education shall adopt rules as necessary under chapter 34.05 RCW to develop and implement the grant program. The rules shall be adopted not later than January 30, 1990.
(2) Grant applications shall be submitted to the state board of education not later than March 31, 1990. The state board shall select an institution or institutions to receive a grant award not later than May 31, 1990.
(3) The model field-based teacher preparation program or programs shall be implemented at the beginning of the 1990-91 school year and shall end upon completion of the 1993-94 school year.
NEW SECTION. Sec. 4. (1) Each institution selected to receive a grant award shall submit to the state board of education an annual report on the progress of the model field- based teacher preparation program. The report may include other information as determined and required by the state board.
(2) The state board of education shall submit to the legislature by January 15, 1993, a report on the implementation and progress of any model field-based teacher preparation program funded under this act.
(3) The state board shall submit to the legislature by January 15, 1995, a final report on the model field-based teacher preparation program or programs established under this act. The report shall include findings and recommendations as determined by the board.
NEW SECTION. Sec. 5. (1) The sum of forty-nine thousand five hundred dollars, or as much thereof as may be necessary, is appropriated from the general fund for the biennium ending June 30, 1991, to the higher education coordinating board to carry out the purpose of section 1 of this act.
(2) The sum of one hundred fifty thousand dollars, or as much thereof as may be necessary, is appropriated from the general fund for the biennium ending June 30, 1991, to the state board of education to carry out the purposes of sections 2 through 4 of this act. Not less than one hundred twenty thousand dollars of this appropriation shall be limited to providing grants under the program established under section 2 of this act.
NEW SECTION. Sec. 6. Sections 2 through 4 of this act shall expire January 30, 1995.
