AN ACT Relating to historic theaters; adding a new section to chapter 43.63A RCW; and declaring an emergency.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 43.63A RCW to read as follows:
The legislature finds that many historic community theaters are threatened with demolition. A program of state assistance to aid local governments is appropriate and necessary to preserve these unique architectural assets.
To the extent that funds are appropriated for this purpose, the department of community development may make grants to local governments to preserve historic community theaters. Grants made under this section are subject to the following conditions:
(1) The theater must be listed on a state, federal, or local register of historic places; and
(2) Any grant under this section is contingent on an equal amount being provided from nonstate sources on a project-by-project basis.
NEW SECTION. Sec. 2. If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
NEW SECTION. Sec. 3. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
