AN ACT Relating to valuation of property; and adding a new section to chapter 84.40 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 84.40 RCW to read as follows:

          The county assessor, in the valuation of improved real property under RCW 84.40.030, shall allow a credit against the true and fair value of the property of five percent of the property assessment, for personal property items that are not considered portable and for which an excise tax has already been collected.  For the purposes of this section personal property items include, but are not limited to, window coverings, woodstoves, kitchen and laundry appliances, and wall-to-wall carpeting.
