AN ACT Relating to cities and towns; and adding a new section to chapter 35.80 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 35.80 RCW to read as follows:

          A city or town may not authorize civil actions by private parties to seek the appointment of a receiver to manage privately owned real property on the grounds that the property is unfit or in violation of state or local health and safety laws.

NEW SECTION. Sec. 2.     If any provision of this act or its application to any person or circumstance is held invalid, the remainder of the act or the application of the provision to other persons or circumstances is not affected.
