AN ACT Relating to education; and creating new sections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. There is hereby created an advisory committee to conduct a comprehensive study of career ladders, teacher technicians, and master teachers. The study shall result in a report and recommendation to the legislature for implementation of comprehensive new programs to provide an improved educational setting for children in grades kindergarten through twelve. The superintendent of public instruction shall appoint members to the advisory committee, including but not limited to representatives of the following:
(1) Certificated staff from various grade levels;
(2) Principals;
(3) Educational service district superintendents;
(4) The office of the superintendent of public instruction; and
(5) The higher education coordinating board.
NEW SECTION. Sec. 2. The advisory committee shall:
(1) Develop an associate of arts degree for teacher technicians who have taken some of the fundamental courses for elementary or secondary school teachers but who may teach only under the supervision of a fully certificated teacher;
(2) Recommend requiring a one-year teaching internship under the supervision of a certificated teacher after the second year of college for persons wishing to become certificated teachers;
(3) Recommend requiring that teachers receiving their certification after June 1997 spend a minimum of their first two years as certificated teachers teaching under the supervision of a supervising or master teacher as described in subsection (5) or (6) of this section;
(4) Recommend allowing certificated teachers who have taught at least three years to use teacher technicians who have received an associate of arts degree as set forth in subsection (1) of this section and to use aides;
(5) Recommend the creation of a category of certificated teachers called supervising teachers who have taught for at least three years who teach fifty percent of the time and who supervise other teachers fifty percent of the time; and
(6) Recommend the creation of a category of certificated teachers called master teachers who supervise beginning teachers and supervising teachers and develop curricula.
NEW SECTION. Sec. 3. The advisory committee shall submit its report to the legislature no later than January 1, 1993, for implementation for the 1995-96 school year.
