AN ACT Relating to solid waste and recycling on college campuses; and adding new sections to chapter 70.95 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 70.95 RCW to read as follows:

          Each college or university located in a class A or AA county shall develop a comprehensive solid waste management plan that emphasizes waste reduction and recycling.  The plan shall include projected capital costs and operational expenditures required for plan implementation, and include a waste stream analysis, using the methodology developed by the department under RCW 70.95.280.  The plan shall be developed with the assistance of an advisory committee that includes students, faculty, staff, and members of the public residing near the institution.  An opportunity for public comment on a draft plan shall also be provided.  The plan shall be adopted by July 1, 1991.  Evaluation, review, and revision of the plan shall occur every five years thereafter.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 70.95 RCW to read as follows:

          (1) All colleges and universities shall:

          (a) Evaluate paper purchasing practices, and establish specific goals for significantly increasing the use of recycled paper;

          (b) Encourage the purchase of other recycled content products; and

          (c) Evaluate present and future solid waste collection needs.

          (2) Any requirement of this section may be incorporated into plans required by section 1 of this act.
