AN ACT Relating to building permits; and adding a new section to chapter 19.27 RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION. Sec. 1.  A new section is added to chapter 19.27 RCW to read as follows:

          After July 1, 1990, a local government may not grant a building permit for new construction without written statements, from the water supply entity and the electrical supplier for the area serving the locale in which the real property is located, attesting that there exists adequate quantity and quality of water or electricity to serve the new construction, without, under normal circumstances, affecting existing consumers.
