AN ACT Relating to full service schools; and creating new sections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that the state's responsibility to educate all children in the state is hampered by problems within the children's families and communities. The legislature further finds that schools should be available during nonschool hours to the entire community to respond to issues that affect children's ability to learn. The legislature intends to make schools available for the community to provide services designed to meet the specific needs of the students, their families, and the community.
NEW SECTION. Sec. 2. (1) The superintendent of public instruction shall develop a pilot project to establish a full service school in five districts, including at least two districts that have a high rate of at-risk youth. In selecting schools for participation in the pilot project, the superintendent shall choose schools that have community organizations willing to participate in the project and that lack community services to assist the children and families in the community. The selected districts shall seek cooperation from the community, businesses, and local government, and shall use college work study students, to assist in implementing the program.
(2) The superintendent shall work with community organizations and school personnel in the selected schools to determine services that are needed in the community that could be offered at the school. Services that may be offered at the schools include food banks, clothing banks, mental health workers, satellite day care before and after school, community recreation, parent education, family support, library use, meal programs, adult day centers, and other services identified by the community.
